Deputy Ciarán Ahern asked the Minister for Justice, Home Affairs and Migration the practical supports that will be put in place to help Ukrainian families currently living in a hotel (details supplied) secure suitable accommodation within such a short timeframe; who is co-ordinating communication and case management for families with complex medical, educational or disability needs; the measures being taken to minimise disruption to children's education, particularly where they have established school placements and specialist supports; the way in which the needs of working families are being considered, particularly where relocation could result in parents losing employment because they can no longer reasonably travel to work; the arrangements being made to ensure continuity of healthcare for those receiving ongoing treatment or specialist services; and if he will make a statement on the matter. As previously communicated to all residents, Citywest Hotel accommodation for those granted Temporary Protection will terminate on 18th September 2026.

Recognising that this is a significant change for residents, my Department, the Irish Red Cross and the International Organisation for Migration undertook dedicated engagement with those affected. Information and practical support regarding available options was made available to all residents. This included supports to facilitate independent living where appropriate.

My Department also recognises that there are some Temporary Protection beneficiaries who have a continued requirement for state-supported accommodation due to individual circumstances. For this reason an application process was available to those who could demonstrate that they continued to require temporary accommodation following the commercial accommodation wind-down at Citywest Hotel. The application process opened on 30 June 2026 and closed at 5pm on 17 July 2026.

Support was provided to applicants throughout the application process by the Irish Red Cross, the International Organisation for Migration and staff from my Department.

Applications received are being assessed, and those found to require continued accommodation will be offered places in Designated Accommodation Centres (DACs), which may include Punchestown (Co. Kildare), Kill Equestrian (Co. Kildare), Inchmore (Co. Offaly) and St Malachy’s (Dundalk), with transfers commencing from August onwards.

Residents who did not submit an application within the application period will not receive a further offer of state-supported accommodation as part of this process. These residents will be required to vacate Citywest Hotel by mid-September.

The Irish Red Cross (IRC) and the International Organization for Migration (IOM) are conducting a series of information sessions for people granted Temporary Protection living in UCTAT (Ukrainian Crisis Temporary Accommodation Team) accommodation. These sessions will take place online every Tuesday and Thursday.

My Department is endeavouring to ensure that people with HSE care plans are relocated within the same Community Health Organisation Area, to ensure continuity of care.
