Deputy Paul Murphy asked the Minister for Justice, Home Affairs and Migration if he is aware of the proposed relocation of Ukrainian residents from accommodation (details supplied) to other areas; whether he will advise on the way in which vulnerable residents are being assessed before relocation; the criteria being used to determine whether proposed accommodation is suitable; and the way in which medical, disability, and accessibility needs are being considered. The ending of the provision of commercial accommodation at Citywest Hotel follows a Government decision of 26 May 2026. This forms part of a wider phased withdrawal of state-contracted commercial accommodation for individuals granted Temporary Protection who arrived in Ireland prior to March 2024.

This approach is consistent with the Council Recommendation adopted by the European Union encouraging EU Member States to support an orderly transition from Temporary Protection, while providing protection to those displaced by the conflict.

Recognising that this is a significant change for residents, my Department, the Irish Red Cross (IRC) and the International Organisation for Migration (IOM) undertook dedicated engagement with those affected. Information and practical support regarding available options was made available to all residents. This included supports to facilitate independent living where appropriate.

The IRC and the IOM are conducting a series of information sessions for people granted Temporary Protection living in state-contracted commercial accommodation.

My Department recognises that there are those who have a continued requirement for state accommodation due to individual circumstances.

For this reason, a self-declaration application process was made available to residents who believe they continue to require temporary accommodation following the ending of accommodation at Citywest hotel. As part of this process, people were asked to self-declare their need for continued state-supported accommodation detailing the reasons why they would like to continue to avail of accommodation and providing supporting evidence, including medical evidence for individuals with highly complex medical needs.

The information provided in the applications, including any supporting medical documentation, will be considered during the assessment for ongoing accommodation.

My Department will endeavour to ensure those who continue to require state-supported accommodation are accommodated within the same HSE Community Health Organisation Area, to ensure continuity of care.

A portion of the Department’s contracted accommodation portfolio is being retained to provide further accommodation. The identification of properties to be retained takes into consideration, among other criteria, the availability and capacity of accessible rooms.
