According to the latest Central Statistics Office Farm Structure Survey, there were 133,174 farms in Ireland. In 2025, 129,524 farmers in Ireland were recorded as receiving payments (direct payments and capital payments, including Targeted Agriculture Modernisation Schemes - TAMS). Based on these figures, it is estimated that approximately 3,650 active farms (2.7% of the total) did not receive payments in 2025. Note, this is not the same as the number of farms who do not hold payment entitlements under BISS.
Further information on direct payments in Irish agriculture can be found in chapter two of the Annual Review and Outlook for Agriculture, Food and Marine 2024 - 2025, my Department’s flagship economic publication, which is available at: gov.ie/en/department-of-agriculture-food-and-the-marine/publications/annual-review-and-outlook-for-agriculture-food-and-the-marine-2024/.
