Detention Centres

2900. Deputy Mark Ward asked the Minister for Children, Disability and Equality the number of young people who were detained in a detention centre (details supplied) in 2025 and to date in 2026 the average length of detention; the average cost of detaining a young person; and if she will make a statement on the matter. Norma Foley Minister for Children, Disability and Equality Fianna Fáil

To date there has been a total number of 173 individual young people detained on campus from 01/01/25 up to and including 22/07/26.

The Financial allocation and the average daily population in the table below are as per the figures reported in the Oberstown Annual Report for 2025. The 2025 Financial Allocation of current funding, which covers Pay and Non-Pay costs but does not count capital investments was €28.528 million. The Average Daily Population over the course of 2025 was 39 children.

The cost base of Oberstown involves multiple types of costs and the simplistic measure of the average cost per child per day does not truly reflect the valuable work of Oberstown. Typically, neither the Department nor Oberstown, use that metric.

However, I can advise the Deputy that for 2025 the relevant amount, using the above information, would be:

Average Cost per Individual per day - €2,004.07

2026 figures will be available at the end of the financial year.
