Departmental Funding

Summary

The Department lacks data classifying funded bodies as NGOs but pays non-profit intergovernmental organisations including WHO, the European Observatory and IARC.

Deputy Peadar Tóibín asked the Minister for Health the total amount of Exchequer funding, grants and other public monies provided directly or indirectly to non-governmental organisations headquartered outside the State in each year from 2020 to date; and if she will provide a list of each organisation, its country of registration and the amounts paid. There is no universally accepted definition of what constitutes an NGO and so my Department does not hold information on the NGO status, or otherwise, of bodies in receipt of funding.

While my Department makes payments to non-profit international bodies, including the WHO, the European Observatory on Health and the International Agency for Research on Cancer (IARC), these are generally considered to be inter-governmental organisations, rather than NGOs, as they are established under the United Nations.
