As Ireland enters the final phase of the Horizon Europe programme (2021-2027), it does so from a position of significant strength and competitiveness. A major milestone was achieved in September 2025 when Ireland's cumulative Horizon Europe funding surpassed the €1 billion threshold. Building on this strong performance and sustained momentum, I am confident that the €1.5 billion target set out in Impact 2030 will be achieved within the lifetime of the programme.

Since the launch of Horizon Europe in 2021, Irish participants have secured approximately €1.19 billion in funding, representing 2% of total programme allocations awarded to date. Ireland continues to perform exceptionally well on a per-capita basis, ranking sixth among EU Member States.

This success has been broad-based, with strong funding outcomes recorded across all three pillars of Horizon Europe: Excellent Science, Global Challenges and European Industrial Competitiveness, and Innovative Europe. Participation by Ireland's higher education sector has been particularly strong, accounting for more than 56% of Ireland's total funding drawdown to date. This performance reflects the strength, quality, and diversity of Ireland's research and innovation ecosystem, alongside the significant contribution of collaborative partnerships across academia, industry, and the public sector.

While Horizon Europe includes areas focused on artificial intelligence, digital technologies, and data science, the influence of these disciplines extends far beyond projects explicitly classified within those themes. In practice, a significant proportion of Horizon Europe projects incorporate digital and data-driven elements as enabling components of their research and innovation activities. Whether through the application of advanced analytics, the generation and management of research data, digital research infrastructures, computational modelling, experimental technologies, or AI-enabled methodologies, these capabilities underpin a broad range of projects across all thematic domains. As a result, the contribution of artificial intelligence, digital technologies, and data science cannot be viewed solely through the lens of directly funded digital initiatives, but through their pervasive role as foundational enablers of research excellence, innovation, and evidence-based outcomes throughout the Horizon Europe programme.
