Public Procurement Contracts

Summary

The Minister said 2025 and 2026 non-compliant procurement figures will be published after auditing, while aegis-body data must be obtained directly.

Deputy James Geoghegan asked the Minister for Further and Higher Education, Research, Innovation and Science the total value of non-compliant public procurement identified within his Department and in bodies under the aegis of his Department in 2025 and to date in 2026; and if he will make a statement on the matter. Non-compliant public procurement expenditure is accounted for annually in the Statement of Internal Financial Control (SIFC) element of the Appropriation Accounts, which provides a formal mechanism for reporting non-compliant expenditure on contracts in excess of €25,000.

My Department has submitted its Appropriation Accounts for 2025 including the SIFC to the Comptroller and Auditor General (C&AG). As part of the normal SIFC process, my Department will also report to the Comptroller and Auditor General in the first half of 2027 on any significant expenditure on non-compliant procurement undertaken during the current year.

The 2025 and 2026 Appropriation Accounts including the SIFC will be subject to audit by the Office of the Comptroller and Auditor General before publication. Following their publication, the total value of non-compliant public procurement in these 2 years will be a matter of public record.

I am satisfied that my Department maintains robust governance arrangements, which promote adherence to public procurement requirements, support the monitoring and reporting of procurement non-compliance where such occurs, and which facilitate the implementation of corrective actions where necessary.
