The Department is clarifying Stamp 1G dependants’ eligibility for PLC courses and will shortly issue updated guidance to Education and Training Boards.

Deputy Brian Brennan asked the Minister for Further and Higher Education, Research, Innovation and Science if a student on a Stamp 1G dependent permission visa is eligible to enrol in a PLC course; if he can clarify the current position with the relevant Department or SOLAS/ETBI and have all education providers access to the updated guidance from the Department of Justice, Home Affairs and Migration in November 2025 so that eligible students are not prevented from enrolling; and if he will make a statement on the matter. I thank the Deputy for this important question.

My Department is actively considering the implications for access to Further Education and Training (FET) arising from changes to the relevant immigration arrangements for the spouses and dependent children of work permit holders. I fully recognise the significance of this issue for learners, providers and the wider sector.

Given the complexity of the matter, and the range of guidance that has developed over time, Department officials are prioritising work to clarify the approach to be taken. Updated guidance will issue to ETBs shortly.
