Greenways Provision

Deputy Maeve O'Connell asked the Minister for Transport if a formal review of the Greenway Programme is to be undertaken to assess the programmes contribution to progress against the 2030 national targets on transport emissions reduction and increase in walking and cycling journeys. There are currently no plans to undertake a stand-alone formal review of the Greenway Programme specifically to assess its contribution to the 2030 targets for transport emissions reduction and increases in walking and cycling journeys.

The Greenway Programme forms part of the Government's wider Active Travel investment programme and contributes to the objectives set out in the Climate Action Plan, the National Sustainable Mobility Policy and the National Investment Framework for Transport in Ireland. The impacts of Greenway investment are therefore considered within the broader framework of monitoring and reporting on sustainable mobility and climate outcomes.

Transport Infrastructure Ireland (TII) and local authorities collect a range of data relating to Greenway use, including user counts on many completed routes. This information helps to inform the ongoing development of the Programme and provides insight into the role Greenways play in supporting walking and cycling for both leisure and utility purposes.

The contribution of Greenways to emissions reduction and mode shift can also be considered alongside wider Active Travel measures that seek to encourage more people to walk, wheel and cycle for everyday journeys. While it is challenging to isolate the specific impact of Greenways from other interventions, evidence indicates that high-quality active travel infrastructure supports increased levels of walking and cycling and contributes to reduced reliance on private car use.

My Department will continue to work with Transport Infrastructure Ireland to monitor the delivery and performance of the Greenway Programme and to ensure that investment in active travel infrastructure supports the achievement of national sustainable mobility and climate objectives.
