Simon Harris Minister for Finance Fine Gael

My Department is committed to ensuring that procurement is conducted in accordance with national and EU public procurement requirements, including guidance issued by the Office of Government Procurement. Instances of identified non-compliance are disclosed, where appropriate, in the Department's Appropriation Account and Statement of Internal Financial Control.

My officials are not aware of any confirmed cases of non-compliant public procurement within the Department in 2025 or to date in 2026.

The following information has been provided by the Bodies under the Aegis of my Department.

National Treasury Management Agency (NTMA)

In 2025 and to date in 2026 there has been no non-compliant public procurement identified within the NTMA. As set out in the Annual Report, in circumstances where services, supplies or works that are valued above €5,000 (ex VAT) and below the EU thresholds are not competitively tendered, exceptions from the NTMA Procurement Policy and Procedure are approved by senior management, noting that the use of authorised exceptions under the NTMA’s Procurement Policy and Procurement Procedure does not amount to non-compliant procurement.

Please note the NTMA provides certain business and support services and systems to SBCI. Procurement services are one such service provided to this body.

Office of the Revenue Commissioners

I am advised by Revenue that all of the non-compliant contracts included in the above figures are now fully compliant following competitive Public Procurement procedures.

The following Bodies under the Aegis of my Department provided a nil response:

• Central Bank (CB)

• Credit Review Office (CRO)

• Credit Union Advisory Committee (CUAC)

• Credit Union Restructuring Board (ReBo)

• Disabled Drivers Medical Board of Appeal (DDMBA)

• Financial Services and Pensions Ombudsman (FSPO)

• Home Building Finance Ireland (HBFI)

• Irish Bank Resolution Corporation (IBRC)

• Irish Fiscal Advisory Council (IFAC)

• Investor Compensation Company Limited (ICCL)

• Irish Financial Services Appeals Tribunal (IFSAT)

• National Asset Management Agency (NAMA)

• Office of the Comptroller Auditer (OCAG)

• Tax Appeals Commission (TAC)
