I recognise that the applicant is in a difficult situation. However, the issuing of Ukrainian passports is fully a matter for the Ukrainian authorities and I have no role in the matter.

I would recommend that the person in question reach out to the Embassy of Ukraine in Dublin directly to explain their exceptional circumstances.
