Deputy James Geoghegan asked the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation for an update in respect of the Digital Public Services Plan 2030 plans to commit to the digitalisation of 189 applicable key public services across 17 Life Events; and if he will make a statement on the matter. The Digital Public Services Plan 2030 sets out a roadmap for the delivery of seamless, inclusive, and user-centred digital public services. Implementation of this Plan is underpinned by a strong programme of work ongoing across all Departments to realise the benefits of the digital and AI transition to deliver improvement for citizens in a way that is financially sustainable, and to put in place effective means of collating system-wide information on digital delivery.
The Plan integrates 189 key public services into the 17 priority life events groups to be convened in three phases up to 2030. Phase 1 saw the creation of the first four life-event groups in 2026, which include Birth of a Child, Supporting the Bereaved, Transition to Further/Higher Education and Accessing Social Housing. The work to design and deliver more integrated, co-created services is being undertaken through collaboration between all Departments providing services under each Life Event, led and convened by nominated leads - the Birth of a Child & Supporting the Bereaved life event groups are led by the Department of Social Protection, Transition to Further & Higher Education is led by the Department of Further and Higher Education, Research, Innovation and Science, and Accessing Social Housing is led by the Local Government Management Agency.
To track implementation, local project managers will provide twice yearly updates over the lifetime of the Plan on digital status of services and utilisation rates of online services. While implementation of these reporting structures are being implemented over this the first year of the plan, data as of end of 2025 reported that 91 of the 189 key public services included in the plan were available online, 62 were partly online and 36 were not available online. My Department is currently working with all Departments to gather baseline data on utilisation rates of online services.
By redesigning services around citizens' life events rather than organisational boundaries, the Plan aims to deliver more integrated, efficient and responsive public services that improve value for money and efficiency by shifting service delivery to lower-cost digital channels, promoting reuse of common digital infrastructure, reducing duplication across public bodies, and supporting greater automation and data-driven decision-making.
