Ireland operates a managed employment permits system in accordance with the Employment Permits Act 2024. The system is designed to help employers address identified skills and labour shortages while protecting employment opportunities for Irish and EEA workers.
In relation to the case referred to by the Deputy, I am advised that the employment permit held by the person concerned was cancelled on 31 May 2026 after the Department was notified that their employment had ended. Under employment permits legislation, where the employment for which a permit was granted comes to an end, the permit is no longer valid.
The person concerned subsequently applied to change employer on 12 June 2026. However, as their employment permit had already been cancelled, they were no longer eligible to use the Change of Employer process. The application was therefore refused on 15 June 2026.
The person concerned or their perspective employer can submit a new employment permit application in relation to any new offer of employment. Full details of the process of submitting an employment permit application as well as employment permit application checklists for the most common permit types (including a general employment permit) are available on my Department’s website.
