Deputy Peter Roche asked the Minister for Foreign Affairs and Trade Affairs the amount of official development assistance allocated to programmes in 2025 and 2026, by country and programme where available; the proportion this represents of Ireland's total official development assistance budget; the additional assistance planned for the remainder of 2026 and in 2027; and if she will make a statement on the matter. Ireland’s total Official Development Assistance (ODA) consists of funding for programmes through the international development assistance programme, Irish Aid, managed by the Department of Foreign Affairs and Trade; contributions for international development from other Government Departments; Ireland's share of the EU Development Cooperation Budget; and eligible supports for refugees in their first year in Ireland.
Ireland’s total ODA for 2025 was €1.88 billion, €807 million of which was for the Irish Aid programme managed by the Department of Foreign Affairs and Trade. Total ODA for 2024 was €2.35 billion, €771m was for the Irish Aid programme in the Department of Foreign Affairs and Trade.
For 2026, the allocation for the Irish Aid programme is €866.4 million, the highest ever level in the history of the programme. The allocation for 2027 will be announced in Budget 2027.
Detailed information on the distribution of Ireland's ODA is published every year in the Official Development Assistance Annual Report. These reports and their annexes provide details of the levels of ODA support under a variety of headings, including a breakdown by country, modality, and sector. They reports are available online. The Annual Report for 2025 will be published in September 2026.
