Litter Pollution
114. Deputy Donna McGettigan asked the Minister for Climate, Energy and the Environment further to Parliamentary Question No. 115 of 28 July 2026, whether the sampling, survey and scoring methodology of the National Litter Pollution Monitoring System has been evaluated since 2015 by a body independent of his Department, participating local authorities and the contracted litter monitoring body (details supplied); for each such evaluation, the date, evaluator, terms of reference, principal findings and publication location; if no such independent evaluation has been completed, if he will confirm that position; and if he will make a statement on the matter. Deputy Donna McGettigan asked the Minister for Climate, Energy and the Environment each documented quality-assurance, inter-rater reliability, data-validation and audit procedure currently applied to the National Litter Pollution Monitoring System; the body responsible for each; its frequency; the number of surveys audited and non-conformities identified in each year from 2021 to 2025; and where the applicable protocol and audit results are published; and if he will make a statement on the matter. No external evaluation of the sampling, survey and scoring methodology of the National Litter Pollution Monitoring has taken place since 2015. However it should be noted that the Litter Monitoring Body performs an annual audit of local authority performance in implementing the system to ensure the system is working as designed and to identify any potential problems.
