Deputy Seán Ó Fearghaíl asked the Minister for Education and Youth if she will address the concerns raised in correspondence (details supplied) regarding the continued lack of clarity on substitute teaching arrangements for teachers on career break and job-sharing arrangements for the 2026/2027 school year; the current status of her Department's review of these arrangements; when a decision will be communicated to schools and teachers; and if she will make a statement on the matter. In recent years, in response to issues raised in relation to teacher supply, my Department has relaxed the limits on the provision of substitute teaching service by teachers who are availing of Career Breaks of the Job-Sharing Scheme as set out in chapters 7 and 8 of Circular 54/2019.

My Department has recently published information notes TC/IN 0001/2026 and TC/IN 0002/2026, which extend the temporary relaxation of the limits on the provision of substitute teaching by teachers participating in the Career Break and Job-Sharing schemes.
