Housing Schemes

1715. Deputy Pa Daly asked the Minister for Housing, Local Government and Heritage the reason the number of drawdowns for the first home scheme is so low in Kerry compared to other counties especially those of equivalent population size; the reason only a quarter of those approved are drawing down (details supplied); and if he will make a statement on the matter. The First Home Scheme is a shared equity scheme designed to help bridge the gap between a purchaser’s deposit and mortgage, and the price of their new home, within regional price ceilings. First time buyers, and Fresh Start applicants are eligible to apply.

The scheme is demand led and allows customers to purchase new build properties that are available in the private market in all counties including Kerry. The Scheme also allows first time buyers build their own home and tenants to purchase their rental accommodation if they have received a Notice of Termination where the landlord is selling the property.

Where an applicant is approved for the scheme, there is no requirement for them to follow through with drawing down funds and use the scheme, with the decision ultimately up to the purchaser based on their circumstances.
