Deputy Barry Heneghan asked the Minister for Housing, Local Government and Heritage what engagement his Department has had with the Land Development Agency regarding the provision of schools, primary care services, childcare facilities, community centres, sports facilities and other essential amenities as part of its proposed housing developments in Clongriffin; and if he will make a statement on the matter. I propose to take Questions Nos. 1720 and 1723 together.
The Land Development Agency (LDA) plays a key role in the delivery of new housing under the Government’s Housing Plan, Delivering Homes, Building Communities.
The Agency is actively developing housing on State lands and market acquired lands and working in partnership with local authorities to develop large scale mixed tenure schemes of starter homes for purchase and rent, along with social housing on local authority owned sites.
The site at Clongriffin Central was acquired under the LDA's private market acquisition initiative, with phase 1 currently under construction for a total of 408 much needed cost rental and social homes. The grant of planning for this phase includes the provision of a creche, public area, community and arts space along with an adjacent green space at Grant Park.
A planning application has been submitted for phase 2 of this development, and subject to grant of planning, a total of 711 new homes will be provided in the area, along with another creche, community space, retail, and food/beverage spaces.
The LDA is engaging with Dublin City Council (DCC) and other agencies on the provision of consolidated multipurpose community space for the Clongriffin area, to be delivered in Phase 3 of the scheme. It is important to note the provision of community facilities is a reserved function of the elected members in accordance with Section 66 (2) of the Local Government Act 2001. In addition, Section 63(3) of the Local Government Act 2001 provides that, subject to law local authorities are entirely independent corporate entities having full responsibility under law for the performance of their functions and the discharge of their governance and other responsibilities.
Furthermore, the LDA is a statutory body under the aegis of my Department and in line with section 12(4) of the Act is independent in the performance of its functions.
