Housing Schemes

The Government decision of 18 January 2023 approved the development of supports for the remediation of fire safety, structural safety and water ingress defects in purpose-built apartment buildings, including duplexes, constructed between 1991 and 2013.

The Apartment and Duplex Defects Remediation Scheme Bill is expected to be published this year and the statutory scheme will be in place shortly thereafter. It is envisaged that 100% of eligible remediation costs will be funded.

The Government is committed to consideration of remediation costs already incurred and this will be considered as part of the drafting of the Bill.

A Retrospective Costs Pathfinder project using a representative sample of Multi-Unit Developments (MUDs) was established to identify an appropriate process to address retrospective issues more broadly. The Retrospective Costs Pathfinder Exercise is now complete. A Memorandum for Government was brought to Cabinet on 21 April 2026, and approval was received on a number of policy recommendations on Retrospective Grant Payments. These policy recommendations are informing the drafting process.

The aim is to identify a process that provides a streamlined approach, ease of engagement by applicants and ensures good governance regarding Exchequer funding.

The management and operation of the Scheme, including application processing, eligibility assessments and engagement with applicants, is a matter for the Housing Agency. It would not be appropriate for me, as Minister, to comment on individual cases or on the status of particular applications or developments.
