Deputy Pa Daly asked the Minister for Housing, Local Government and Heritage to report on progress to meet his commitments under the National Human Rights Strategy for disabled people; the measures taken since the strategy was introduced; the key metrics identified to measure progress; and if he will make a statement on the matter. My Department jointly published the National Housing Strategy for Disabled People 2022-2027 and Implementation Plan with the Department of Health and the Department of Children, Disability, and Equality. The Strategy and Implementation Plan may be accessed on my Department’s website at the following link: /www.gov.ie/en/publication/60d76-national-housing-strategy-for-disabled-people-2022-2027/.

In addition, the Department of Children, Disability and Equality published the National Human Rights Strategy for Disabled People 2025-2030, and the First Programme Plan of Action 2025-2026, setting out a whole-of-government approach to disability. The First Programme Plan of Action 2025-2026 clearly sets out how the priority actions under each commitment will be delivered and the success indicators by which performance will be measured. It is the first of a total of three two-year Programme Plans of Action which will guide that Strategy’s implementation.

The publication of bi-annual reports outlining progress on commitments and actions as set out in the Programme Plans of Action is a key commitment in the Strategy including in respect of my Department.
