Deputy Mattie McGrath asked the Minister for Housing, Local Government and Heritage whether his Department has received any reports concerning the condition of Dundrum Manor House, a protected structure located within the Dundrum House complex; whether any engagement has taken place with Tipperary County Council concerning the protection and preservation of the structure; and if he will make a statement on the matter. As Minister with responsibility for Heritage, I have an advisory role with regard to the protection and management of our built heritage which is set out in Part IV of the Planning and Development Act 2000, as amended.
The Act gives primary responsibility to local authorities to identify and protect the architectural heritage in their area by including structures of special interest on the Record of Protected Structures (RPS). Inclusion on the RPS places a duty of care on the owners and occupiers of protected structures and also gives local authorities powers to safeguard their future. Responsibility for the care and protection of this structure, therefore, is a matter for the Local Authority and any owners of the property.
My Department has produced ‘Architectural Heritage Protection: Guidelines for Planning Authorities’. These guidelines are a practical guide for planning authorities and for all others who must comply with Part IV of the Planning and Development Act 2000 (as amended) on the protection of the architectural heritage. Each Local Authority must have due regard to these guidelines.
While I am responsible for the overall regulatory framework, I have no function in relation to individual actions taken by the local authority in this regard.
