Deputy Cormac Devlin asked the Minister for Climate, Energy and the Environment the number of producers registered with the approved body for packaging in each of the years 2023 to 2026 to date; the number of producers estimated to fall within the scope of the producer registration requirements of Regulation (EU) 2025/40 which fell below the major producer thresholds provided for under the European Union (Packaging) Regulations 2014, as amended; and if he will make a statement on the matter. Information on the number of producers registered as members with the approved packaging compliance scheme is held by Repak, the approved body for packaging and published in it's 2025 Annual Report available at the following link:

Regarding the number of producers registered as members to date in 2026, Repak has advised that it currently has 4,719 members.

The implementation of the PPWR is resulting in a greater range of producers coming within the scope of producer responsibility requirements, including many micro and small businesses who previously fell below the major producer thresholds. There is no estimate available, however, of the number of producers who will for the first time become subject to the provisions of EU packaging legislation.
