Housing Provision

1860. Deputy Carol Nolan asked the Minister for Housing, Local Government and Heritage if a Ukrainian beneficiary of temporary protection who is employed full time may apply for the affordable purchase scheme through Offaly County Council; if temporary protection status affects eligibility; and if he will make a statement on the matter. Eligibility for the Affordable Purchase Scheme is set under Section 10 of the Affordable Housing Act 2021, which states the requirement that 'each of the persons making the application has a right to reside in the State'. Applicants who have fled the conflict in the Ukraine and have been provided with Temporary Protection in the State are considered to have a legal right to reside.

It should be noted that this is one of the eligibility requirements in place and a prospective applicant would still be required to satisfy all other relevant criteria including in relation to their First Time Buyer or Fresh Start status, not owning any other dwelling in the State or elsewhere and where relevant making a joint application with their spouse/civil partner.
