Homeless Accommodation

My Department's role in relation to homelessness involves the provision of a national framework of policy, legislation and funding to underpin the role of housing authorities in addressing homelessness at local level. Statutory responsibility in relation to the provision of emergency accommodation and related services for homeless persons rests with individual housing authorities.

My Department does not fund any homeless service directly but provides funding to housing authorities towards the operational costs of homeless accommodation and related services. Budget 2026 provides a total allocation of €563.5m to address homelessness. This includes €513.5m in current funding to ensure local authorities can provide sufficient emergency accommodation and related services, and €50 million in capital funding to allow local authorities to invest in the provision of local authority or NGO owned emergency and transitional accommodation facilities. The Programme for Government commits to providing emergency accommodation to all who need it and my Department will ensure that funding is made available to local authorities to ensure that they can meet this commitment.

Exchequer current funding for homeless services is provided through my Department to housing authorities on a regional basis, with a lead regional authority in each region. The table below sets out the Exchequer funding provided by my Department from January - end August 2026, with further funding to be drawdown over the coming weeks.

Budget 2026 also includes a capital allocation of €50 million to support the delivery of new emergency and transitional accommodation for individuals and families experiencing homelessness, and for essential repair works that are necessary to sustain existing accommodation. The amount of funding drawn down by local authorities to date in 2026 is set out in the following table.
