197. Deputy Emer Currie asked the Minister for Climate, Energy and the Environment whether his Department ever carried out or supported the Local Authority on an environmental study into the lands of the former Dunsink landfill and the implications dumped materials at this site have on public health; and if he will make a statement on the matter. Dunsink landfill is currently in its aftercare phase following the completion of remediation works in 2005.
The Department provided financial support to Fingal County Council under the Landfill Remediation Grant Scheme for remediation works at the site. That support was directed towards the remediation of the former landfill and associated measures to address environmental risks and facilitate the site's long-term management.
The Department has not provided support under that scheme for environmental studies into the site since the remediation works were completed. Responsibility for the ongoing environmental monitoring, management and aftercare of the site rests with Fingal County Council as the operator of the landfill, under the supervision of the Environmental Protection Agency (EPA) and in accordance with the site's waste licence.
As part of the aftercare requirements, Fingal County Council is required to undertake ongoing environmental monitoring of the site. Details of the site's environmental management are available through the EPA's Licence and Enforcement Access Portal (LEAP) under Waste Licence W0127-01. The EPA continues to oversee compliance with the conditions of the waste licence throughout the aftercare phase.
