Deputy Mattie McGrath asked the Minister for Justice, Home Affairs and Migration the anticipated impact of the EU Migration and Asylum Pact on Ireland's border control, immigration screening and security procedures; the preparations being undertaken for its implementation; and if he will make a statement on the matter. As the Deputy will be aware, the International Protection Act 2026 entered into effect on 12 June 2026 and gives effect to the EU Migration and Asylum Pact.

The Pact is designed to provide a fair, sustainable and efficient asylum procedure. This will be achieved through greater convergence in asylum practices across the EU, including standardised processing times for decisions: six months for the standard procedure, three months for accelerated and border procedures, and two months for applicants who have previously applied for protection elsewhere in Europe.

In addition, under the International Protection Act 2026, people who apply for international protection are subject to initial security and identity checks and will be registered on the Eurodac system.

The Eurodac Regulation (Regulation (EU) 2024/1358) expands the data collection requirements to individuals aged six and over. It broadens data collection beyond fingerprints to include facial images and travel documents.

Those seeking to claim asylum attend a designated Screening Centre at Citywest, where they lodge an application for international protection.

During the screening process, applicants undergo further security, identity, health and vulnerability checks.

The Screening Centre has staff from asylum processing, appeals, returns, reception, the HSE, the Department of Social Protection, legal representatives and other agencies co-located on site to engage with applicants.

The new system has been in place since 12 June and is operating as intended. My Department undertook significant preparation prior to commencement to ensure readiness for the new timelines required under the Pact.
