Deputy Barry Heneghan asked the Minister for Climate, Energy and the Environment whether consideration will be given to allowing the SEAI solar PV grant to support backup systems that enable households to safely use their solar-generated electricity during power outages, particularly during storms; and if he will make a statement on the matter. The Microgeneration Support Scheme provides supports to both domestic and non-domestic applicants in the form of grants for solar PV installations, up to a maximum of €1,800 in 2026 for household installations.

In developing the scheme, the Sustainable Energy Authority of Ireland (SEAI) considered support for battery storage systems but concluded that a standalone battery grant did not represent the most effective use of limited Exchequer resources, at that time, having regard to battery costs, storage capacity and operational lifespan. However, households installing battery storage as part of a solar PV system can avail of the 0% VAT rate on the supply and installation of the overall system.

It is important to note that, in line with ESB Networks requirements and the SEAI Code of Practice, solar PV systems are designed to automatically disconnect during a power outage. This is necessary to protect ESB Networks personnel and the public by preventing electricity from being exported onto lines that may be undergoing repair. Solar PV and battery systems can only provide backup power during an outage where appropriate isolation, changeover and protection equipment has been installed in compliance with National Standards Authority of Ireland wiring regulations, ensuring that the system can operate safely without exporting electricity to the network.

Solar PV systems and battery storage solutions (including EV batteries with vehicle to home/grid capabilities) are increasingly being designed to act in response to dynamic conditions, such as fluctuating tariff prices or grid congestion scenarios. Such systems can also be configured to operate at times when a grid connection is temporarily unavailable, through the use of additional changeover switches and appropriate electrical wiring. My Department will work with the SEAI to assess the feasibility of supporting such smart energy solutions.

Since its pilot launch in 2018, the Domestic Solar PV Scheme has gone from strength to strength, with over 120,000 homes being supported. Budget 2026 has allocated over €67m to this year’s scheme. So far this year over 18,000 homes have been supported.

This high level of demand indicates that the scheme is working well and that not only have citizens recognised the significant benefits of investing in solar PV, but that the solar PV industry and supply chain have adapted to the demands of our citizens. The scheme will be kept under review to ensure it is operating effectively and making the best use of Exchequer funding.
