I refer to Parliamentary Question No 2333 of 28 July 2026 where you sought: "To ask the Minister for Justice; Home Affairs and Migration the breakdown of the number of ASBO's issued in since their introduction, by year and by county, in tabular form."
As you will recall, I sought the information from the Garda authorities and undertook to contact you again once the information was to hand.
Under Section 33 Policing Security and Community Safety Act 2024, the Garda Commissioner is responsible for managing and controlling generally the administration and business of An Garda Síochána, including all operational policing activity.
Anti-Social Behaviour Warnings and Anti-Social Behaviour Orders provide a response, through a civil process, to the behaviour of an individual. Gardaí can give a Behaviour Warning verbally or in writing. If they give it verbally, the Garda must put it in writing as soon as reasonably possible and then serve it on the individual in person or by post. Gardaí apply to the court to make an Anti-Social Behaviour Order.
The tables below have been provided to me by the Garda authorities
Table one outlines the annual counts of the relevant PULSE Incident Types recorded since 2007 and for the first six months (H1) of 2026. In accordance with standard practice An Garda Síochána do not provide specific figures relating to incidents of fewer than ten for data protection reasons.
I am also advised by the Garda authorities that due to the way PULSE is configured there is no option to record Behaviour Orders for adults.
Incident Breakdown
Table two outlines the breakdown by year and Garda Region of Behaviour Warnings for both adults and children. A breakdown by Garda Region and Year for other incident types in table one can not be disclosed as volumes are too low so may result in the identification of individuals.
