I propose to take Questions Nos. 2544, 2548, 2554, 2571, 2572, 2574, 2576, 2584, 2586, 2588, 2591 and 2616 together.

Cuan is responsible for the coordination, monitoring, and reporting of Zero Tolerance – the Third National Strategy on Domestic, Sexual and Gender-Based Violence. The Agency reports on progress to my Department and also to a High-Level Oversight Board, chaired by the Secretaries-General of the Department of Justice, Home Affairs and Migration and the Department of an Taoiseach, a Senior Officials Group, and the Cabinet Committee on Justice, Migration and Social Affairs. The provision of regular, timely, and accurate reporting on implementation of the Zero Tolerance Strategy supports robust and accountable cross-Governmental coordination, maintains implementation momentum, and facilitates the timely identification and resolution of delivery challenges by Cabinet and Heads of Department.

My Department puts in place annual performance delivery agreements with Cuan, which are published on Gov.ie. The agreements define targets by which the performance of Cuan is measured and the mechanisms for monitoring and appraising performance. Cuan’s annual reports provide comprehensive details on delivery and achievements of the agency and can be accessed at Gov.ie/Cuan.

In July, I announced publication of the 2025 Cuan Annual Report, detailing the comprehensive steps taken during the agency's first full year operating under its 2025–2027 Corporate Plan which marked the accomplishment of several high-impact, measurable initiatives. The milestones documented within the review reflect the scope and depth of progress made, and I would like to direct the Deputies to this publication for a more in-depth look at the statistics and information they requested. In June 2025, I launched the third and final implementation plan covering the remaining period of the Zero Tolerance Strategy - 2025 and 2026. The plan sets out 95 actions across the Strategy’s four pillars of Protection, Prevention, Prosecution, and Policy Coordination, with 22 implementation partners responsible for leading on implementation across Government. Implementation partners report biannually to Cuan on actions and performance indicators through a bespoke online monitoring platform. These updates are analysed and collated to prepare regular progress reports on implementation for publication. The most recent progress reports on implementation are again available for review on Gov.ie.

I announced publication of the Annual Progress Report for 2025 at the DSGBV Forum in March 2026 which was attended by stakeholders and services working to combat domestic, sexual and gender-based violence. This is another important mechanism which holds the Government to account on progress in meeting our objectives.

While delivery of the Strategy’s objectives requires sustained effort over time, and significant work remains to ensure all victims and survivors are protected, supported, and able to access justice, this Progress Report demonstrates the measurable progress achieved in 2025 against key performance indicators.

As we move into the final phase of the Zero Tolerance Strategy, our focus will be on consolidating progress, strengthening implementation efforts, and supporting the transition to the next phase, including the development of a Fourth National Strategy.
