2626. Deputy Michael Murphy asked the Minister for Justice, Home Affairs and Migration further to correspondence from this Deputy, if he has reviewed the continued operation of the IPAS contract at a location (details supplied) following the determination by An Coimisiún Pleanála that the change of use constitutes development and is not exempted development; if he is satisfied that continued State funding of the facility is appropriate in these circumstances; and if he will now consider terminating the contract. The State has a legal obligation to provide reception conditions – accommodation and other basic supports – to people seeking international protection.
The accommodation centre at Dundrum House, Tipperary, has been providing accommodation under contract to the Department since 2022, for people fleeing the war in Ukraine and people applying for international protection.
The Department notes the recent decision by An Coimisiún Pleanála in relation to Dundrum House and will consider its implications for the accommodation centre and its residents.
Since 2025, the Department requires valid confirmation of compliance with planning regulations for all IPAS properties that are newly contracted or renewed.
While matters related to planning are between the Local Authority and the accommodation service provider, the Department will comply with any regulatory issues that are notified to us, either by the Local Authority or the accommodation service provider.
