2659. Deputy Matt Carthy asked the Minister for Agriculture, Food and the Marine the total amount of TAMS funding available under each programme since 2020; and if he will make a statement on the matter. [59985/26]

The Targeted Agriculture Modernisation Scheme (TAMS) provides grants to farmers to build and/or improve a specified range of farm buildings and equipment on their holdings. All investments must be linked to climate, environment or animal welfare.

TAMS 3 has proved to be very successful with payments commencing in June 2024, with in excess of €187 million issued to farmers under TAMS 3 to date. This is in addition to €276 million which has issued under the previous measure, TAMS II during the period 1 January 2020 to date. Payments for 2026 are continuing on a weekly basis.

During the period from 2020 to the present date TAMS funding has came from three main sources. These are the European Agriculture Fund for Rural Development (EAFRD) under the Rural Development Plan(RDP) 2014-2022, the European Union Recovery Instrument (EURI) funding which was created to mitigate the economic and social impact of the COVID-19 pandemic and strengthen the EU’s resilience against future crises, and the CAP Strategic Plan (CSP) 2023-2027.

The allocated funding for the period 2020 to 2026 is in the region of €560 million for TAMS under the various funding streams outlined above. As TAMS is a demand led scheme, payments claims are processed as receipts for completed investments are submitted by the applicants therefore the funding available exceeds the amount paid at any given time.
