243. Deputy Malcolm Byrne asked the Minister for Defence the total amounts paid by her Department to private insurance companies for insurance for each year from 2016 to 2025 and to date in 2026; and if she will make a statement on the matter. [61363/26]

With the exception of the specific insurance arrangements outlined below, all other elements of my Department and Defence Forces are covered under State indemnity through the State Claims Agency.

Insurance for Civil Defence is arranged centrally by Civil Defence Branch through a procurement process under a Framework set up by the Office of Government Procurement. The contract is awarded to an Insurance Broker who in turn go to the insurance market to secure the best deals on the various policies listed. Currently Marsh Ireland are the Insurance Brokers for Civil Defence. Their role includes advising the Department on required insurance cover and in this regard an annual renewal meeting is held with them. They have placed all our insurance policies for this year with Irish Public Bodies Insurance (IPB), Chubb European Group SE, and CNA Hardy. The insurance for Civil Defence runs from 1 July to 30 June annually.

In all cases indemnity is provided for the Minister for Defence and each Local Authority. The insurance policies currently in place for Civil Defence are as follows:

Public Liability

Employers Liability

Group Personal Accident

Travel

Property Damage

Medical Malpractice

In addition to Civil Defence, Marsh Ireland Brokers is used for Foreign Travel Insurance in respect of Civil Servants travelling abroad on official business which is provided centrally by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation. In some cases, there may be a requirement for additional cover in respect of travel to high-risk conflict zones, payable by my Department. The payments set out in the table below are in relation to trips to such areas.
