Deputy Albert Dolan asked the Minister for Children, Disability and Equality to provide, in respect of the HSE capital allocation for disability services for 2026, the total capital allocation for the year; the total expenditure incurred and paid to date in 2026; the total amount committed but not yet expended; and a detailed breakdown of expenditure to date between construction and building works, design and architectural services, engineering and other professional consultancy services, planning, surveys, feasibility studies and project management, site/property acquisition, equipment and fit-out, and all other expenditure. The Department of Children, Disability and Equality provides funding to the, HSE, to deliver specialist disability services either directly or via Section 38 and Section 39 voluntary sector organisations.

While the Department sets the strategy, policy direction and the overall allocation for the disability sector, funding allocations to individual service providers and capital projects, is an operational matter for the HSE as the funding authority, on behalf of the State. In 2026, the Department’s overall funding allocation for Disability Capital Projects associated with the provision of specialist disability services is €43m. As this question refers to operational matters, I have asked the Health Service Executive (HSE) to respond to the Deputy directly.
