There are 18 agencies under the aegis of my Department, 12 commercial and 6 non-commercial, all of which have a CEO (or a Commissioner or Director). While not all are funded by the Department, I nonetheless propose to answer this question in relation to all of these bodies.
The salaries and benefits of the CEOs or equivalent are published in each company’s Annual Report and Financial Statements, in keeping with the Business and Financial Reporting requirements of the 2016 Code of Practice for the Governance of State Bodies.
The salaries of the CEOs of the non-commercial state bodies under my remit are linked to senior posts across the Civil and Public Service. As such, these salaries may, during the fixed term of the CEO’s contract, increase from their starting point, in line with increases across the Civil and Public Service. The figures detailed in the below table, in relation to the CEOs of our non-commercial state bodies, are as published in the latest Annual Reports of each body.
As the Deputy may be aware, the Government in 2024 commissioned an independent review of the salaries of CEOs of commercial state bodies, the first such systematic review since 2011. The Senior Post Remuneration Committee (SPRC) Report was published in April 2025.
In line with the Report, a banded salary structure was agreed by Government and has been implemented for CEOs of the commercial state bodies, which ranges from their current salary to the market median of the relevant band. This means that a number of CEOs of the commercial state bodies under my remit have had their salaries increased over the course of the past year.
The information in relation to the current annual salary of each CEO of our commercial state bodies is also summarised in the table below and reflects the current position, which will be included in each agency’s annual report, as appropriate.
