Deputy Noel McCarthy asked the Minister for Transport further to Parliamentary Question No. 471 of 9 June, to provide an update on proposals for the alternative display of paper motor tax and insurance discs under the National Vehicle and Driver File, Road Traffic and Roads Bill 2026; and if he will make a statement on the matter. The National Vehicle and Driver File, Road Traffic and Roads Bill 2026 will abolish the requirement to display a paper motor tax disc on a windscreen.
The abolition of the disc is in the context of the increased use of Automatic Number Plate Recognition in enforcement by An Garda Síochána. Others who may wish to check whether a vehicle has been taxed, such as potential buyers, can use the online Check My Vehicle facility www.vehicleservices.gov.ie/cmv, which provides details of the status of motor tax and roadworthiness of a vehicle.
The Bill does not provide for electronic motor tax discs to be issued. The Bill contains provision that a receipt will be issued to confirm payment of motor tax.
The Bill also does not contain provision for the abolition of the requirement to display insurance discs. This will be provided for in secondary legislation. It is a matter for individual insurance companies as to whether an electronic insurance disc is issued. However, it will remain a requirement that insurance companies issue an insurance certificate to the party being insured.
