Deputy Cathal Crowe asked the Minister for Transport for an update on the development of the new vehicle adaptation scheme (VAS); to clarify if this new grant scheme is entirely standalone or if it is intended to phase out or replace any element of the existing disabled drivers and disabled passengers scheme (DDS) run by the Department of Finance; the timeline for the finalisation of the eligibility criteria and funding levels ahead of its proposed launch in early 2027; the steps he is taking to address widespread public concern regarding the interaction between the two schemes; and if he will make a statement on the matter. The Department of Transport has been tasked with developing a new Vehicle Adaptation Scheme (VAS), which will provide a needs-based, cost-reimbursement approach to supporting vehicle adaptations for people with disabilities.
This initiative forms part of the Government's broader strategy to deliver integrated transport and mobility supports for people with disabilities. I can confirm that the VAS is being developed as a standalone scheme and is not intended to replace the Disabled Drivers and Disabled Passengers Scheme, which remains the responsibility of the Department of Finance. Rather, the VAS is intended to support individuals who require more minor vehicle adaptations.
Over the past twelve months, the Department has made significant progress in developing the VAS. Through extensive stakeholder engagement and consultation, the key principles and parameters underpinning the Scheme have been established, enabling the development of a high-level operational framework.
A number of elements of the Scheme have yet to be finalised, including the assessment process and the level of financial assistance that will be available to applicants. The Department intends to undertake a public consultation to gather the views of interested parties on these and other aspects of the Scheme.
In advance of the Scheme's introduction, the Department is preparing to launch a comprehensive communications campaign to ensure that potential applicants and other stakeholders are fully informed about the VAS, including its objectives, eligibility criteria, application process, and the supports available.
