The Department has not researched current PBSA rents or tenant nationalities, while the National Student Accommodation Strategy and HSAP aim to expand affordable student accommodation.
4081. Deputy Marie Sherlock asked the Minister for Further and Higher Education, Research, Innovation and Science if his Department has commissioned research into the current market rents for purpose-built student accommodation (PBSA) units; to provide the breakdown of the numbers of those who are international students, EU/EEA students, and Irish students as a percentage of the total number of those renting PBSA units; and if he will make a statement on the matter. My Department has not commissioned research into the rents or breakdown of occupancy for the 26/27 academic year in respect of Purpose Built Student Accommodation. However, the majority of publicly funded PBSA providers have details of the rents charged on their websites.
The National Student Accommodation Strategy 2026–2035, which I published in March 2026, sets out a long-term framework to increase accommodation supply, improve affordability and support the sustainable delivery of student accommodation nationwide. A Higher Education Institution Student Accommodation Programme (HSAP) is progressing, with higher education institutions preparing Preliminary Business Cases due for completion on a phased basis throughout 2026.
