Summary

The Minister said no specific arrangements exist, but 2026/27 supports, institutional assistance and potential Tusla-related supports may help unaccompanied Ukrainian minors.

4094. Deputy John Lahart asked the Minister for Further and Higher Education, Research, Innovation and Science whether his Department has considered any specific arrangements for beneficiaries of temporary protection from Ukraine who entered the State as unaccompanied minors and are in Tusla care, but are unable to meet the residency requirements for student supports due to the length of time they have been resident in the State; and if he will make a statement on the matter. James Lawless Minister for Further and Higher Education, Research, Innovation and Science Fianna Fáil

I propose to take Questions Nos. 4094 and 4095 together.

Supports for Beneficiaries of Temporary Protection in further and higher education will continue to be in place for Academic Year 2026/27. These supports vary depending on whether the student is a new entrant or an existing registered student in tertiary education, as well as the duration of their Beneficiary of Temporary Protection (BoTP) status.

While there are no Department-specific arrangements for this cohort beyond the wider supports framework, a range of supports may also be available through individual higher and further education institutions and other relevant public services.

Details on the supports available for BoTPs students for the Academic Year 2026/27 are available at the following link www.gov.ie/en/department-of-further-and-higher-education-research-innovation-and-science/publications/supports-to-beneficiaries-of-temporary-protection-botp-for-academic-year-20262027/.

Students in this cohort are encouraged to engage with the Access Office of the higher or further education institution they are attend, or intend to attend, as institutions may have additional supports and services available to assist them. Further information on supports is also available at []hea.ie/funding-governance-performance/funding/student-finance/.

Given that the students concerned are unaccompanied minors in the care of Tusla, the Deputy may also wish to engage with the Department of Children, Disability and Equality for further information on any additional supports that may be available to these students through that Department.
