Deputy Sorca Clarke asked the Minister for Transport if his Department and bodies under his aegis maintain a register of gifts, hospitality or other benefits received by public servants; the number of entries recorded on each such register since January 2025; and if he will make a statement on the matter. I propose to answer this question in relation to the Department of Transport. The Civil Service Code of Standards and Behaviour (“the Code”) was introduced in accordance with the Standards in Public Office Act 2001. It applies to civil servants of the Government and of the State.

As set out in the Code, civil servants are required, in the performance of their duties, to maintain the highest standards of probity, including abiding by guidelines in respect of offers of gifts or hospitality. The Code clearly provides that civil servants should not accept gifts or offers of hospitality which go beyond the matters described within the document. My Department does not maintain a register, as described by the Deputy’s question.

A copy of the Code is provided to every new staff member joining my Department, who are required to certify that they have received and read the document.

Additionally, my Department’s Anti-Bribery and Anti-Corruption policy provides further guidance to staff concerning offers of gifts and permitted hospitality.

Staff of my Department are also reminded on an annual basis of the requirements to comply with the provisions of both the Code and the Anti-Bribery and Anti-Corruption policy.
