Deputy Mairéad Farrell asked the Minister for Transport to provide an update on proposed salary increases agreed by his Department for CEOs of transport bodies in years two and three of their contracts, including the CEOs of Córas Iompair Éireann, Dublin Bus and Bus Éireann; and if he will make a statement on the matter. The remuneration terms and conditions for CEO posts in Commercial State Agencies/Bodies under the aegis of the Department of Transport, as required under the Code of Practice for the Governance of State Bodies, are approved by me, with the consent of the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation.
As the Deputy may be aware, the Government in 2024 commissioned an independent review of the salaries of CEOs of the commercial state bodies, which was the first such systematic review since 2011. The Senior Post Remuneration Committee (SPRC) Report was published in April 2025 and is available online.
A banded salary structure was agreed by Government for the CEOs of these commercial state bodies, ranging from their current salary to the market median of the relevant band. These bands are confidential, for commercial reasons.
Toward the end of last year, in line with the recommendations of the SPRC report and associated banded salary structure, I approved, with the consent of the Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitalisation, increases to the salaries of a number of CEOs, including the CEOs of Córas Iompair Éireann, Dublin Bus and Bus Éireann. Others were approved over the course of this year.
Subject to the positioning of each CEO’s salary within the applicable band, each year, Boards, including the Boards of Córas Iompair Éireann, Dublin Bus and Bus Éireann may propose further salary adjustments, within the approved banded salary structure, and subject to Ministerial approval.
While the CEOs of Córas Iompair Éireann, Dublin Bus and Bus Éireann have had their respective salaries increased during the first year of implementation of the SPRC report and within the associated salary bands, any proposed subsequent salary adjustments are not yet applicable.
The Deputy may also wish to be aware that the salaries of all CEOs of commercial (and non-commercial) agencies under the aegis of the Department of Transport are disclosed, as required by the Code of Practice for the Governance of State Bodies, in the agency’s published annual report.
