539. Deputy Eoin Ó Broin asked the Minister for Transport for an update on his Department’s development of a grant based scheme for disabled drivers and disabled passengers; if such work is being prioritised; if there is a timeline available for the completion of the proposal; when it is likely a new scheme will be in place; and if he will make a statement on the matter. Seán Canney Minister of State at the Department of Transport Independent

As Minister of State for International and Road Transport, Logistics, Rail and Ports, I can confirm that the development of the Vehicle Adaptation Scheme (VAS) is a priority for my Department. The Scheme is intended to provide financial assistance towards the cost of adapting vehicles for drivers and passengers with disabilities who require support to enter, exit or operate a vehicle.

Significant progress has been made over the past twelve months in advancing the development of the VAS. In line with the proposals of the Transport Working Group under the National Disability Inclusion Strategy and the Senior Officials Group on Disability, and informed by further stakeholder engagement and consultation, the core principles and key operational parameters of the Scheme have now been established. A Memorandum setting out these core principles and parameters was approved by Government in July 2026.

Subject to Government approval of the remaining elements of the Scheme and the completion of the necessary preparatory work, it is possible that the VAS will open for applications in the first quarter of 2027.
