The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. In that capacity, Meath County Council is responsible for the development, appraisal, design, option selection, and public consultation processes associated with the proposed Julianstown Traffic Relief Scheme in accordance with current policy and guidance.

The appraisal and design of transport schemes is an inherently iterative processes. In accordance with current transport policy and appraisal guidance, all reasonable transport options should be considered, where appropriate, during the development of a scheme.

Depending on the identified transport issues and scheme objectives, the preferred solution may comprise a single intervention or a combination of complementary measures. Options may be refined, combined or discounted as further evidence becomes available and the appraisal process advances.
