Deputy Emer Currie asked the Minister for Transport if he is transferring the ownership of the driver file element of the National Vehicle and Driver File (NVDF) to the RSA; if a new reform policy has been approved by the Government on this; the proposed date for the RSA to be given full responsibility for all driver related services and records including the testing and licensing of drivers and management of penalty point offences; the timeline for these driver file changes; and if legislation is required to underpin these changes. On 29 July Government approved the proposals for reform of the RSA. To facilitate consolidation of driver services and operations, my Department will transfer ownership of the Driver File element of the National Vehicle and Driver File (NVDF) to the RSA. This will give the RSA full end to end ownership of all driver related systems, to deliver a more seamless and effective service to the public. This will include handing over the new Offence Management System, currently being developed by my Department, to the RSA. Some of these changes may require legislation to underpin them, and those investigations are underway.

Work has commenced and is being overseen as part of the ongoing governance structures between the Department and the RSA.
