I propose to take Questions Nos. 709, 711 and 737 together.

Ireland's beneficial ownership register framework has been established and it is operational across companies, trusts and certain financial vehicles, with each register maintaining beneficial ownership information for the relevant categories of entities and arrangements within its remit.

The Central Register of Beneficial Ownership of Companies and Industrial and Provident Societies (RBO) has been operational since 2019 under the aegis of the Department of Enterprise, Trade and Employment. The RBO is the central repository of statutory information required from relevant entities (corporate or legal entity incorporated in the State) in respect of the natural persons who are their beneficial owners/controllers, including details of the beneficial interests held by them. It is a separate statutory register established under anti-money laundering legislation and operates independently of the Company Registration Office's (CRO) functions.

The Central Register of Beneficial Ownership of Trusts (CRBOT) is operated by the Revenue Commissioners and has been operational since 2021. It maintains beneficial ownership information for trusts that fall within the scope of the relevant legislation.

The Beneficial Ownership Register of Certain Financial Vehicles (BOR/CFV) is operated by the Central Bank of Ireland and has been operational since 2021. It maintains beneficial ownership information for Irish Collective Asset-management Vehicles (ICAVs), Unit Trusts and Credit Unions. Additionally, registers for Investment Limited Partnerships (ILPs) and Common Contractual Funds (CCFs) were established under the Investment Limited Partnership (Amendment) Act 2020, for which the Central Bank was also appointed Registrar. These have been operational since 2021.

Together, these registers maintain beneficial ownership information for companies and other in scope corporate entities, trusts, Irish Collective Asset-management Vehicles (ICAVs), Unit Trusts, Credit Unions, Investment Limited Partnerships (ILPs) and Common Contractual Funds (CCFs).

In relation to Special Purpose Vehicles (SPVs) and Special Purpose Entities (SPEs), many SPVs and SPEs established as Irish companies are subject to the RBO regime. The RBO and the registers maintained by the Central Bank are complementary components of Ireland's beneficial ownership framework and together provide for the recording of beneficial ownership information across different categories of legal entity.

Under the requirements of the 6th EU Anti-Money Laundering Directive, my Department has responsibility for overseeing the strengthening of this beneficial ownership framework. This work is ongoing and forms part of the National Risk Assessment, Priority Action Implementation Plan and the separate National Anti-Money Laundering Strategy, both launched in recent months.
