The Priority Action Implementation Plan which accompanied the publication in June 2026 of the National Risk Assessment covering money laundering, terrorism financing and proliferation financing, identified the introduction of mandatory disclosure of the ultimate beneficial owners and controllers of all limited partnerships as a priority action to help strengthen transparency in relation to legal arrangements.

The Department of Finance is considering the appropriate anti-money laundering framework for limited partnerships and has engaged with the Department of Enterprise, Tourism and Employment (DETE) on this matter given its policy responsibilities in relation to this general area. DETE is separately progressing the Registration of Limited Partnerships and Business Names Bill 2024, which includes transparency and beneficial ownership measures. DETE has indicated that it has no objection to the inclusion of limited partnerships within anti-money laundering measures where the Department of Finance considers this necessary. The two Departments will continue to engage to help ensure alignment within the evolving anti-money laundering framework.

Delivery of the entire Priority Action Implementation Plan remains a key priority, including this specific element.
