I propose to take Questions Nos. 978 and 979 together.

As Minister for Public Expenditure, Infrastructure, Public Service Reform and Digitisation, I am responsible for setting overall capital allocations across Departments and monitoring monthly expenditure.

Responsibility for the management and delivery of individual investment projects and sectoral policies, within the allocations agreed under the National Development Plan (NDP), rests with the relevant sponsoring Department. Each Minister decides the priority programmes and projects to be delivered within their NDP allocation and sets delivery timelines. Expenditure is therefore allocated and monitored on a Departmental rather than geographical basis. Details of project approval dates, delivery schedules, revised timelines and any cost overruns are held by the relevant Departments and agencies responsible for their delivery.

Over the period 2019 to end August 2026, there has been one instance of capital funding being reallocated from other Departments to accommodate increased costs associated with the construction of the National Children’s Hospital.

This occurred in 2019 with €75 million in additional gross capital expenditure being made available for the Department of Health. This was detailed and brought before the Dáil in the Further Revised Estimates for Public Services 2019. This was undertaken to manage the increased costs of the National Children’s Hospital project within the agreed overall capital allocation for 2019 of €7.3 billion.

The increase in the net voted Health estimate was €65 million. This was due to the Department of Education and Skills agreeing to pay €10 million in 2019, of an existing €17 million commitment for the delivery of higher education facilities within the National Children’s Hospital. This did not require a Further Revised Estimate for the Education Vote at the time as this funding came from within an existing amount that had been allocated to the higher education capital subhead.

The remaining €65 million increase was offset by reductions across a number of Government Departments. The reallocations across Departments consisted of:

• A re-scheduling of €27m from the Department of Transport arising in relation to the A5 Motorway in Northern Ireland;

• A re-scheduling of €10m arising in relation to the National Forensic Science Laboratory in the Department of Justice Vote;

• An updating of the scheduled draw-down of €16m from the two Project Ireland 2040 Regeneration Funds, which were profiled for expenditure throughout the course of both 2019 and 2020 without delays in project planning, design and delivery. This results in an adjustment of €3 million in the Department of Rural and Community Development and €13 million in the Department of Housing, Planning and Local Government;

• Re-profiling of payments of €4m under certain programmes of investment in Communications, Climate Action & Environment;

• €3m from the re-profiling of investment under the Flood Risk Management Programme of the Office of Public Works to allow for capacity to be built up over the course of the NDP period;

• Revision of the schedule for drawdown of funding in the PER and Finance Groups of Votes totalling €3m. This adjustment is reflected in the Department of Public Expenditure & Reform, Public Appointments Service, National Shared Services Office and Office of the Revenue Commissioners; and

• €2m through changes to the timing of payments relating to certain capital works by the Department of Culture, Heritage and the Gaeltacht, with full project delivery scheduled across both 2019 and 2020.

For further detail on historic allocations and projects delivered, my Department has published the Project Ireland 2040 Annual Report and Regional Reports highlighting achievements and giving a detailed overview of the public investments that have been made throughout the country, including in the Ireland south constituency and wider Munster regions.
