Deputy Louis O'Hara asked the Minister for Education and Youth further to Parliamentary Question No. 416 of 16 June 2026, if her Department has assessed whether the operation of the redeployment arrangements can result in teachers who have accumulated significant service in recurring teaching work repeatedly losing access to that work because of the redeployment of permanent or CID-holding teachers; if so, the findings of that assessment; if not, the reason for this; and if she will make a statement on the matter. The core function of the redeployment arrangements is to facilitate the redeployment of all surplus permanent/CID holding teachers in schools to other schools that have vacancies.
The redeployment of all surplus permanent and CID holding teachers is key to the Department's ability to manage within its payroll budget and ceiling on teacher numbers.
The redeployment of a permanent/CID teacher to a school/ETB may lead to the non-renewal of the teaching contract of a fixed-term teacher. However, teachers can only be redeployed to a post which is deemed vacant and to which teachers already in the school do not have a legal entitlement to the post in the school.
