Deputy Louis O'Hara asked the Minister for Education and Youth further to Parliamentary Question No. 416 of 16 June 2026, the number of permanent and CID-holding teachers redeployed in each of the past five school years; the number of permanent teaching vacancies filled through the redeployment process in each year; if her Department records the number of fixed-term, temporary or substitute teachers who taught in schools affected by redeployment and who subsequently were not retained, had their hours reduced or lost access to teaching work as a consequence of the redeployment process; and if she will make a statement on the matter. The purpose of the redeployment process is to redeploy permanent and CID holding teachers where they are surplus in their current school to a school that is carrying a vacancy.
The redeployment of all surplus permanent and CID holding teachers is key to the Department's ability to manage within its payroll budget and ceiling on teacher numbers.
When all teachers on the main redeployment panel have been redeployed, permanent vacancies are offered to teachers on the supplementary redeployment panel, comprised of eligible fixed-term (temporary/substitute) and part-time primary teachers. Once the supplementary panel has been exhausted fixed-term vacancies may be advertised through open competition. It is open to any teacher to apply for these vacancies as they arise.
Schools must also ensure that the rules as regards the award of a CID, as set out in Circular 20/2026 and Circular 21/2026, are followed by the school and that teachers who satisfy the eligibility criteria for the award of a CID and who will have a viable post in the coming school year are granted a CID, taking account of the provisions of the redeployment scheme.
The detail requested by the Deputy regarding the number of fixed-term, temporary or substitute teachers who taught in schools affected by redeployment is not available to the Department.
A teacher will not establish an entitlement to a post until a school has established that a post is available to be offered to a teacher following the annual allocation and redeployment process and the determination as to if any teachers in a school have an entitlement to the award of a CID, as well as the establishment of the number of substitute teachers that may be required by the school to cover for teachers on a form of leave, e.g. Maternity Leave, sick leave.
The deployment of teaching resources is the responsibility of the school or ETB.
The tables below set out the number of teachers redeployed and the number of permanent teaching vacancies filled through the redeployment process at primary and post-primary level in each of the past five years.
