The National Aviation Safeguarding Framework remains unpublished, with the IAA expecting finalisation in the first quarter of 2027 after international regulatory developments.

Deputy Cathal Crowe asked the Minister for Transport if the National Aviation Safeguarding Framework, led by the Irish Aviation Authority (public consultation period ended on 31 October 2025) has resulted to the publication of a final framework document; if he will outline where such a document can be obtained; if he will explain the intention of the document; and if he will make a statement on the matter. The Irish Aviation Authority (IAA) has informed my Department that the National Aviation Safeguarding Framework has not been published.
The Framework is intended to establish a coordinated national approach to safeguarding aviation operations and infrastructure from developments and activities that may adversely affect the safety, regularity and efficiency of aircraft operations.
In finalising the Framework, including the feedback received from stakeholders during the public consultation, the IAA is considering significant international regulatory developments, including the International Civil Aviation Authority (ICAO) adoption of Amendment 18 to Annex 14, Volume 1, Aerodrome Design and Operations, to the Convention on International Civil Aviation (Chicago Convention). Amendment 18 to Annex 14 introduced a new obstacle limitation surface methodology that becomes applicable from 21 November 2030. Consideration is also being given to the European Union Aviation Safety Agency’s (EASA) Rulemaking Task (RMT.0751) Protection of Aerodrome Surroundings, which commenced in early 2026, and addresses both the implementation of ICAO’s revised obstacle limitation framework and the safeguarding of aerodromes against human activities and developments that may create an unacceptable risk to aircraft operations in the vicinity of aerodromes.
As the EASA rulemaking process is expected to continue into 2027, including the publication of a Notice of Proposed Amendment and the subsequent adoption of implementing provisions and associated guidance material, the IAA currently expects to publish the final National Aviation Safeguarding Framework in the first quarter of 2027.
Once published, the Framework will be kept under review and may be amended, where necessary, to ensure continued alignment with evolving European aviation regulations governing the protection of aerodrome surroundings.
