National Transport Authority

Summary

The Minister referred SPSV vehicle-eligibility queries to the NTA, noting its independent remit and that 2022-onward Dacia Jogger models meet taxi requirements.

334. Deputy George Lawlor asked the Minister for Transport to provide a list of all hybrid vehicles currently approved by the National Transport Authority (NTA) for licensing as Small Public Service Vehicles (SPSVs) under the reduced luggage-capacity requirement that applies to certain hybrid and electric vehicles in place of the standard 420-litre luggage-capacity rule; whether a vehicle (details supplied) is included on the NTA Suitable Vehicle List and eligible for SPSV licensing; and if he will make a statement on the matter. Darragh O'Brien Minister for Transport Fianna Fáil

The regulation of the small public service vehicle (SPSV) industry, including SPSV licensing and the Suitable Vehicle List, is a matter for the independent transport regulator, the National Transport Authority (NTA), under the provisions of the Consolidated Taxi Regulation Acts 2013 and 2016. I have no role in the day-to-day operations of the SPSV sector.

It may be of interest to the Deputy that the NTA's Vehicle Suitability List is available to view here: www.nationaltransport.ie/wp-content/uploads/2026/05/Suitable_Vehicle_List_Publish-22_05_2026.pdf. I am aware that models of the Dacia Jogger from 2022 onwards currently meets the licensing conditions for taxis in relation to 4 passengers.

Given the NTA's responsibility in this area, I have referred your question to the NTA for further information. Please advise my private office if you have not received a reply within 10 working days.
